The basic provisions concerning aviation in Finland are contained in the Finnish Aviation Act (1194/2009). The Act also defines the duties, responsibilities and powers of CAA Finland. In addition to the general rules, the Aviation Act gives provisions on e.g. aircraft registration, airworthiness, flight operations, licensing, aerodromes, air navigation services and civil aviation security.
 
More detailed provisions on the CAA are issued in a separate Act (863/2009) and Decree (865/2009) on the Finnish Transport Safety Agency (only available in Finnish).
 
The organisation of aviation regulatory functions in Finland is further complemented by the Government Decree on Military Aviation (1243/2005).
